As of October 2026, plan on one irrigation cycle, in one night window, on the day your house number sets. Your parcel decides which county's rules apply: the ZIP listing for 33556 names both Pasco and Hillsborough, and the counties differ on reclaimed water, new plantings and trees. The District order runs through March 31, 2027. Medscapes designs and installs landscaping in Odessa, FL, and Doug Wilson, our Director of Operations, walks the property and writes the quote himself.

Where the county line changes your Odessa watering rules

The Census Bureau's 2020 boundary for Odessa lies inside Pasco County. The ZIP listing for 33556, which Odessa mailing addresses use, names both Hillsborough County and Pasco County. That points to addresses on both sides of the line (our reading, not a county statement). To see which county holds your parcel, search your address on the Pasco County Property Appraiser site and the Hillsborough County Property Appraiser site. The one that lists it is your county.

As of October 2026, Pasco County and unincorporated Hillsborough County list the same lawn watering day, based on the last digit of the house number: 0 or 1 Monday, 2 or 3 Tuesday, 4 or 5 Wednesday, 6 or 7 Thursday, 8 or 9 Friday. Both list one irrigation cycle, midnight to 4 a.m. or 8 p.m. to midnight. The counties part ways on reclaimed water, on new plantings and on trees.

What the county page citesThe District order through March 31, 2027, and a county ordinance for one day a weekThe District order through March 31, 2027, which it says may be reduced or extended

For a parcel of one acre or more, the District order lets you water both before 4 a.m. and after 8 p.m., unless the city or county sets stricter hours. Neither county page mentions that allowance, and the District says to follow county rules first. Until you have confirmed otherwise, schedule one cycle, then ask Pasco County Utilities or Hillsborough County whether both windows apply at your address.

Pasco side
Reclaimed service depends on how close your address is to a reclaimed main, so ask Pasco County Utilities. The Pasco County watering days guide has your day and hours.
Hillsborough side
The county's page applies the order to drinking water, well water, ponds, lakes and streams. The Hillsborough County watering schedule guide has your day and hours.

New plants in Odessa: the 60-day schedule differs by county

As of October 2026, new landscape material gets a 60-day establishment period on both sides of the line. Days 1 to 30 allow any day on both sides, and days 31 to 60 differ. You must keep a written schedule of the watering; the District order requires it.

Irrigation zonesA whole zone runs only if at least 50 percent of it is new material; partial zones and scattered plantings get hose wateringA zone runs only if new sod or plants cover at least 50 percent of it

On Pasco reclaimed water, the county's page sets midnight to 8 a.m., any day for days 1 to 30, then Monday, Wednesday and Friday for days 31 to 60. Addresses on the Hillsborough side follow Hillsborough County's watering page.

If you plant in phases, a phase that fills at least half of a zone lets that zone run on either side of the line. A phase that fills a quarter of a zone does not, and on the Pasco side those plants get hose watering only. Count your watering zones and the share of each one a phase will fill.

Put plants with similar water needs in the same phase, and plant whole zones where you can. UF/IFAS calls such a group a hydrozone, and zoning is one element of xeriscaping.

Building a drive that meets a Pasco County road in Odessa

As of October 2026, for an Odessa address on the Pasco side, the county's driveway connection permit form (revised September 1, 2026) says no construction, above or below ground, may happen on a public right-of-way or an easement used for access without written County approval. Florida Statute 556.105 requires an excavator to notify the one-call system, Sunshine 811, at least 2 full business days before digging that is not exempt under s. 556.108, and the notice stays valid for 30 calendar days. We call Sunshine 811 before digging when the job needs it. We pull the permits your job needs.

The form is Pasco County's. For an address on the Hillsborough side, ask Hillsborough County what approval a drive connection needs.

UF/IFAS Florida-Friendly Landscaping recommends keeping rain on the property with permeable walkways, driveways and patios wherever possible. Medscapes installs permeable pavers.

Tree permits in Odessa follow your parcel's county

As of October 2026, if your parcel is in Pasco County, the county's tree permit checklist (revised November 12, 2025) lists when a permit is needed. It does not apply to new construction until the county issues a Certificate of Occupancy, and wetlands conditions always apply where present on a parcel with a primary structure.

  1. Measure

Take the trunk's circumference 54 inches above the ground and divide by 3.14. Add the diameters of multiple trunks together.

  2. Check size and type

Native trees of 5 inches or larger need a permit. Trees a developer planted need one even below 5 inches.

  3. Plan the replant

Every permit starts with an automatic replant, with an acknowledgment box on the application. The county does not accept allergies, leaf drop or looks as reasons.

  4. Finish in 30 days

The permit gives 30 days to take the tree out and replant, then you upload photos of the replant.

The adjacent owner is responsible for a tree in the county right-of-way and applies for its removal along with a right-of-way use permit.

Hillsborough side

As of October 2026, Hillsborough County's residential guide to tree permits sets the permit threshold by lot type and tree location in unincorporated areas. For a single-family yard tree it lists 12 inches in diameter at breast height (DBH) and larger. For a right-of-way tree it lists any size in a subdivision and 5 inches and larger outside one.

Tree work is subcontracted. Medscapes offers tree consultations.

Which county's watering rules apply to my Odessa address?

Your parcel's county decides. As of October 2026, Pasco County and unincorporated Hillsborough County list the same lawn day by the last digit of the house number and the same night hours, but they differ on reclaimed water and on days 31 to 60 for new plants. The ZIP listing for 33556 names both counties, and a search on a county's property appraiser site shows whether it holds your parcel.

How long will the watering limits last in Odessa?

As of October 2026, the District order runs through March 31, 2027 (District restrictions page). The District has extended it before, and Hillsborough County's page says the schedule may be reduced or extended. Pasco County's page also cites a county ordinance for one watering day a week on established lawns, so check the county page again before that date.

When can I hand water the beds at my Odessa home?

The District order allows hand watering and microirrigation of plants other than lawns on any day, but only before 8 a.m. or after 6 p.m. Hillsborough County's page repeats the same hours. Lawns stay on the one assigned day.

Does Medscapes keep up lawns on both the Pasco and Hillsborough sides of Odessa?

Medscapes serves Pasco County and Hillsborough County and offers fully customizable lawn maintenance packages; the lawn care page has the details. Medscapes does not apply fertilizer or pesticides; for those, use an FDACS-licensed provider.

What should I have ready for the estimate if I am not sure which county my Odessa address is in?

Estimates are free and on site. Doug Wilson, our Director of Operations, walks the property and writes the quote himself. Have your house number, the work you want and any trees near it ready. If you are not sure of the county, search your address on the Pasco County Property Appraiser site and the Hillsborough County Property Appraiser site, and tell Doug which one lists it. Sprinkler check: we run every zone and mark coverage gaps.

Which county's tree permit rule applies to a tree on my Odessa lot?

It follows the parcel's county. On a Pasco County parcel with a finished house, as of October 2026, the county's checklist exempts palms, non-native trees and pines other than longleaf pine unless an approved plan shows them, requires a permit for native trees of 5 inches or larger, and applies wetlands conditions wherever they are present. On the Hillsborough side, the county's residential guide to tree permits sets the threshold by lot type and tree location in unincorporated areas. For a single-family yard tree it lists 12 inches in diameter at breast height and larger. For a right-of-way tree it lists any size in a subdivision and 5 inches and larger outside one.

My Odessa lot is in Hillsborough: does the Pasco 60-day schedule still apply?

The period is the same length, and only the weekend day in days 31 to 60 swaps. Pasco County gives odd house numbers Sunday and even ones Saturday, while Hillsborough County gives odd numbers Saturday and even ones Sunday. On installation day Pasco allows any hour, though it prefers the permitted ones, and Hillsborough allows only the allowed hours. You must keep a written schedule of the watering on both sides; the District order requires it.
