Medscapes offers landscaping in Carrollwood for established yards: landscape renovation that clears overgrown shrubs and worn beds, plants new ones and installs French drains where water sits. Carrollwood is a Census Designated Place, not a city, so for most addresses Hillsborough County sets the tree, drainage and watering rules. Doug Wilson, the Director of Operations, walks each yard and writes the quote himself. The estimate is free and on site.

Carrollwood
Carrollwood is not a city, so county rules shape the yard
Carrollwood is a Census Designated Place, a community without a government of its own, so most addresses fall under Hillsborough County for trees, drainage and watering.
Plan Hillsborough lists a community plan covering Carrollwood among its adopted plans for unincorporated areas, and the 2020 Census counted 34,352 residents and 15,200 housing units there. An address inside the City of Tampa follows the city for tree permits, watering days, drainage and grading instead. The county's tree guide sends owners to the Hillsborough County Property Appraiser's office to learn which side of the line a property is on.
The county's history series dates the first Carrollwood community to 1959 and a sister community to around 1970, so many lots in the area carry decades of growth. A renovation there starts with three questions: which shrubs go, which trees stay and where the water runs.
The Hillsborough County page sets the city and county watering rules side by side. Landscaping inside the city follows the City of Tampa's rules.

Landscape services for an established Carrollwood yard
Doug writes every quote himself. A renovation of an established yard can draw on these:
Beds and renovation
Old shrubs come out, new planting goes in, and mulch or rock finishes the bed. Questions about clearing go to county Natural Resources first.
See the serviceFrench drains
For water that sits after rain. The county's drainage work is for roads, not private lots.
Sod and turf
St. Augustine, zoysia, Bermuda or artificial turf. As of October 2026, new sod in unincorporated Hillsborough can be watered any day for 30 days, within the allowed hours.
Florida-friendly yards

Overgrown shrubs in an established Carrollwood yard: cut back hard or replace
UF/IFAS says shrubs with poor pruning over the years can become tall and leggy, and a hedge cut wider above than below thins out at its base. Its guidance offers a hard cut-back to within a few inches of the soil in early spring, which it calls renovation, with regrowth taking a few years, or replacement. Medscapes handles the replacement.
Florida-Friendly Landscaping advises choosing plants recommended for your USDA hardiness zone. Wikipedia lists ZIP codes 33618 and 33624 for Carrollwood, and the 2023 USDA map puts 33618 in zone 9b and 33624 in zone 10a, so check your own ZIP code before you choose replacements. The replacement work is part of landscape construction: old shrubs out, new planting in, mulch or rock to finish.
A failing shrub is a different question from an overgrown one. Medscapes does not apply fertilizer or pesticides; for those, use an FDACS-licensed provider.
A tree at 12 inches across changes the bed plan
Florida-Friendly Landscaping ranks healthy trees above most understory plants and groundcovers. In unincorporated Hillsborough a yard tree 12 inches across or wider needs a county permit to come out (see the tree section below), so a bed is usually planned around such a tree, not in place of it.

The county manages drainage for roads, not to reduce flooding on private lots
Hillsborough County's flood page says the county manages flooding and stormwater drainage for safe roadway use and does not manage it to reduce flooding on private property, so fixes on your lot are generally the owner's to arrange. Medscapes installs French drains, and permeable pavers where a hard surface goes in. Inside the City of Tampa, ask the city instead; the county's flood page lists City of Tampa Stormwater Operations and the city's Construction Services Center as separate contacts.
Moving water on the lot
Florida-Friendly Landscaping suggests swales, berms and rain gardens to catch and filter runoff, downspouts that empty into landscaped areas or pervious surfaces, and groundcovers where soil erodes.
The county treats unpermitted fill that blocks drainage, and unpermitted grade changes, as violations
As of October 2026, the county's code-violation page lists adding fill that causes excessive stormwater runoff or blocks drainage from your property, without a permit, among its land-alteration violations. It lists changing the grade without a permit, by raising the land or excavating below natural ground surface, the same way. The county page gives no depth or size cutoff, so ask county Natural Resources before regrading.

Hillsborough County tree permits and your renovation
In unincorporated Hillsborough, the county's tree guide sets the permit line by trunk width, measured about 4.5 feet up. As of October 2026, a yard tree at a single-family home needs a permit to come out at 12 inches across or wider. A required street tree in a subdivision needs one at any size, and one that comes out must be replaced from the county's approved street tree list.
As of October 2026, the county issues tree permits for trees that are unhealthy or causing damage that cannot be resolved another way. A healthy tree at or above the permit line does not meet that standard, so plan the bed or patio around it. A dead tree with zero living tissue outside a wetland or its setback, and a tree on the county's exempt list, do not need the permit.
On a single-family residential lot, Florida Statute 163.045 lets an owner remove a tree without a county permit when an ISA-certified arborist or Florida-licensed landscape architect documents that it poses an unacceptable risk; the county asks for a copy of that documentation.
Medscapes offers tree consultations.
Clearing an area with machinery
If you want to clear an area of trees, the county's apply page names the land alteration without construction permit as the application. The code-violation page lists removing small trees and understory vegetation with mechanical equipment, without a permit, as a grubbing violation. The county pages do not say whether a residential shrub bed counts, so ask county Natural Resources before clearing with equipment.

Watering a new bed under the one-day order
As of October 2026, Hillsborough County limits watering in unincorporated areas to one day a week through March 31, 2027. The watering schedule guide lists the day for each address, and the new sod guide covers a new lawn. A new bed follows a separate 60-day schedule:
- Days 1 to 30 after planting: water new plants on any day, within the allowed hours.
- Days 31 to 60: water three days a week within the allowed hours, on Tuesday, Thursday and Sunday for even-numbered addresses or Monday, Wednesday and Saturday for odd-numbered addresses.
- Sprinklers run midnight to 4 a.m. or 8 p.m. to midnight, and a zone may run only if the new plants cover at least half of it. Otherwise, water by hand, before 8 a.m. or after 6 p.m.
The Southwest Florida Water Management District also requires you to keep a written watering schedule for those 60 days. The county says HOA enforcement is curtailed through the end of the order, including requirements to replace plant material to meet aesthetic standards.

What to have ready for a Carrollwood walk-through
Your ZIP code and the Tampa line
Bring your ZIP code and say whether the address is in unincorporated Hillsborough or the City of Tampa. The answer decides which tree, watering, drainage and grading rules apply.
Trees and wet spots
Note any tree 12 inches across or wider and any spot where water stands after rain. Doug walks the yard, notes the shade, the low spots and which plants are worth keeping, and writes the quote himself, with over 100 years of combined experience across Doug and his team behind it.
Sketch, permits and 811
A hand sketch is free on an approved project. A 2D or 3D design is priced per project, and half the design fee goes toward the installation. Medscapes pulls the permits the job needs and calls Sunshine 811 before digging when the work calls for it.

Questions about clearing, drainage and county rules in Carrollwood
Not answered here? Call (813) 382-5801 or book a free on-site estimate.
Do Carrollwood addresses follow Hillsborough County or the City of Tampa?
Most follow Hillsborough County, because Carrollwood is a Census Designated Place with no government of its own; an address inside the City of Tampa follows the city for tree permits, watering days, drainage and grading.
Which USDA hardiness zone is a Carrollwood yard in?
Near the line between 9b and 10a. The 2023 USDA map lists ZIP code 33618 as 9b (25 to 30 degrees F) and ZIP code 33624 as 10a (30 to 35 degrees F). The ZIP code lookup returns one zone per ZIP code, so a yard near a ZIP boundary can differ. Look up your own ZIP code before buying cold-tender plants.
Who fixes standing water in a Carrollwood yard?
Hillsborough County says it manages stormwater drainage for safe roads, not to reduce flooding on private property, so fixes on your lot are generally the owner's to arrange. Medscapes installs French drains. As of October 2026, the county's land-alteration violations include adding fill that causes excessive runoff or blocks drainage and changing the grade without a permit, so ask county Natural Resources before regrading. Inside the City of Tampa, ask the city instead.
Can I cut overgrown Carrollwood shrubs back instead of replacing them?
For some plants, yes. UF/IFAS Gardening Solutions says to cut renovated shrubs to within a few inches of the soil in early spring, and regrowth takes a few years. It also describes a slower route: removing one-third of the plant each year for three years. Doug notes which plants are worth keeping on the walk-through.
How long does a Hillsborough County tree permit take for a Carrollwood yard?
As of October 2026, for an address in unincorporated Hillsborough, the county says a staff member inspects within 15 business days of the application and notice can take up to 3.5 weeks, or about 5 days with a certified arborist's affidavit review. A permit is valid for two years unless it says otherwise. A homeowner can apply or authorize someone else to apply through the county's HillsGovHub portal.
Which trees need no county permit to come out of a Carrollwood yard?
As of October 2026, the county lists species that need no permit to come out of a lot, among them Brazilian pepper, Chinese tallow, camphor tree, Australian pine, queen palm, eucalyptus and citrus. Trees in a wetland or water body fall under the Environmental Protection Commission.
